The Freedom of Information Law
The Freedom of Information Law (FOIL) provides that any person has the right to request copies of specific MTA and related agency documents. You can submit a FOIL request through our online portal or by mail.
If you are not requesting specific records under FOIL but have a complaint, commendation, question, or need general information, we have several resources available for communication.
Common non-FOIL requests
Delay Verification
If you are seeking a Delay Verification for the subway or bus, please use our Delay Verification form. You can also call the MTA Customer Services team by dialing 511.
MTA Police Report
There is a separate online portal for requesting a copy of an MTA Police Report. If you want to mail in your request, download and fill out this form.
Feedback
If you are not requesting specific records but rather have a complaint, commendation, question, or need general information, please use our customer feedback form.
MetroCard history request
If you are requesting a MetroCard history, the following information and documentation must be submitted to process your request:
- Time frame for which the history is requested;
- A copy of your valid proof of identification (New York State ID or U.S. Passport); and
- A copy of the MetroCard (front and back).
- A copy of the subpoena request.
Please allow 5-10 days for processing.

The best way to submit your FOIL request is through our online portal. FOIL requests for the MTA and related agencies are handled by a centralized team, so please submit your request only once.
By mail
We strongly urge you to submit your request online. However, if you're unable to do so, you may submit a request via U.S. mail to the following address:
